Groups appeal judge's decision on Bush-era Arctic lease

More than a dozen environmental groups today asked a federal appeals court in San Francisco to review whether a George W. Bush administration lease sale in Alaska's Chukchi Sea violated federal law. The case will also determine whether the Obama administration complied with a federal district judge's order to correct deficiencies in the Bush plan, known as lease sale 193.
