Appeals court rules for Iowa cities in challenge to EPA wastewater rules

A federal appeals court has ruled in favor of a coalition of Iowa cities challenging U.S. EPA wastewater treatment rules that were laid out in a pair of letters to Sen. Chuck Grassley (R-Iowa) and didn't get a proper public notice and comment period. The 8th U.S. Circuit Court of Appeals on Monday struck down two rules: one related to the way cities mix water to dilute pollution levels before discharging it into rivers and streams, and the other affecting how facilities can treat wastewater during heavy rains.
