Rahall launches pre-emptive strike against carbon tax

A House Democrat yesterday waded into what has been Republican territory so far this Congress -- the effort to head off a supposed plan by the Treasury Department to institute a carbon tax without congressional consent. Rep. Nick Rahall (W.Va.), who is expected to launch a bid for the Senate seat being vacated by retiring senior Sen. Jay Rockefeller (D), yesterday introduced a measure that would bar the executive branch from "devising or implementing a carbon tax."
