Is appointment of 'acting' BLM chief legal?

Environmentalists are challenging the Interior Department's selection of Brian Steed as the Bureau of Land Management's new acting director, alleging his appointment runs afoul of a little-known federal law that requires employees to have served at an agency for a minimum period before they are eligible to lead it.
