D.C. Circuit casts critical eye on border wall funding plan

A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit today scrutinized the administration's claims that the House can't sue the executive branch for its decision to spend more money than Congress appropriated for a barrier between the United States and Mexico.
