New EPA mandates stuck in regulatory limbo

EPA Administrator Andrew Wheeler signed off in March on an update to air toxics standards for ethylene producers intended to cut emissions by about 1,500 tons per year. But that update's gone underground, one of a half-dozen or so Clean Air Act measures that have yet to appear in the Federal Register.
