New sulfur standards for diesel engines go into effect in 2007. But what about the millions of older diesel engines still on the road? Will a $1 billion Senate proposal to retrofit old diesel engines help fix the problem? Will the U.S. EPA get the funding needed for that effort? And should Congress give tax breaks to consumers who buy fuel-efficient diesel cars?
