Clean Air Watch's O'Donnell and industry lobbyist Segal parse 'Clear Skies' debate

New analysis from the U.S. EPA concerning several different clean air proposals has reignited debate over the White House's "Clear Skies" plan. Frank O'Donnell, executive director of Clean Air Watch, and Scott Segal, an industry attorney with Bracewell & Giuliani, go head to head over the findings and their potential effect on Clear Skies and alternative plans from Sen. Tom Carper (D-Del.) and Sen. Jim Jeffords (I-Vt.).
