Hurricanes Katrina and Rita caused severe damage to energy facilities along the Gulf Coast, leading Entergy New Orleans to declare bankruptcy after the storms. While Congress recently approved billions of dollars to help rebuild in the region, it is unclear how much money will be put into energy infrastructure.
