The United Nations body that regulates the shipping industry meets this week to determine how to put a price on shipping pollution, part of a negotiation process that also would include a decision about cutting the emissions intensity of shipping fuel.

Forcing ship owners and shipping companies to pay for emissions is part of the International Maritime Organization’s strategy to cut planet-warming emissions. But member nations are divided on the details, including how to set a fee and how to spend the money.

That could make for difficult debates during the weeklong talks in London.
