The claims — which former CEO Toby Neugebauer called “without merit” — raise questions about the future of the company’s massive Texas data center project.

Toby Neugebauer, then CEO of Fermi America, prepares to fly over a data center site in Amarillo, Texas, on Dec. 9, 2025.

Data center developer Fermi America said Monday that it fired now-former CEO Toby Neugebauer last month partly due to “threatening, abusive and bullying behavior.”

The assertion — made in a filing with the Securities and Exchange Commission and contested by Neugebauer — raises questions about the future of one of the largest planned U.S. artificial intelligence complexes. Fermi is planning to build four large nuclear reactors in the Texas panhandle to power data centers at a site called Project Matador.

In the filing, Fermi said Neugebauer made “misrepresentations” to the board of directors and had unauthorized meetings with third parties. The company’s board released a statement rejecting the former CEO’s proposal to expand the board and put Fermi up for sale.
