President Joe Biden’s nominee for the No. 2 slot at the Interior Department is likely to face an uphill climb in the Senate.

Shannon Estenoz, who currently serves as the assistant secretary for fish, wildlife and parks, would replace acting Deputy Secretary Laura Daniel-Davis.

Daniel-Davis’ nomination for the Senate-confirmed job was torpedoed by Energy and Natural Resources Chair Joe Manchin (D-W.Va.) last year.

Estenoz, who was nominated by Biden on Thursday, was earlier confirmed by unanimous consent for her current post in 2021.
