Bipartisan House members unveil minerals package

House lawmakers on Tuesday unveiled sweeping legislation that would create new offices and high-level positions to boost mineral diplomacy and counter China’s supply chain dominance.

Republican Rep. Young Kim of California and Democratic Rep. Ami Bera of California introduced the “Developing Overseas Mineral Investments and New Allied Networks for Critical Energies (DOMINANCE) Act.”

“We can no longer cede control of the very supply chains that determine our economic competitiveness to the Chinese Communist Party,” said Kim. “The DOMINANCE Act addresses this challenge head on by aligning our diplomacy, financing, and partnerships with allies to build trusted, resilient supply chains.”

The bill arrives weeks after Bera, the ranking member on the Foreign Affairs Subcommittee on East Asia and the Pacific, revealed during a conference in Washington that he and Young were working with the White House to hammer out a minerals package.
