A small team of political appointees is leading the White House’s Council on Environmental Quality.

Key appointees working inside CEQ include chief of staff Katherine Scarlett and General Counsel Justin Schwab, according to a staff list released Wednesday in response to a Freedom of Information Act request.

The staff list offers a glimpse into the team working behind the scenes on the Trump administration’s push to overhaul the implementation of the National Environmental Policy Act.

Many of the names on the CEQ list are career civil servants; others joined with the Trump administration. President Donald Trump has not nominated anyone to chair the council. The staff list doesn’t distinguish which of the employees are civil servants versus political appointees, but many of the employees on the list predate the arrival of the Trump administration.
