Emissions reduction bill draws opposition from California homebuilders

California’s powerful building construction lobby is fighting a new bill that would require local land-use decisions to align with emissions reduction plans aimed at creating clean air for disadvantaged communities.

What happened: The California Building Industry Association released its “housing killers” bill list Tuesday, including state Sen. Eloise Reyes’ SB 1075, a proposal that would strengthen enforcement of a 2017 law that requires local air districts to create emission reduction programs and monitor air quality in disadvantaged communities.

CBIA’s release comes the same day that Reyes publicly announced that she had significantly amended to the bill. SB 1075 was introduced in February with generic placeholder language.

Why it matters: The brewing brawl between Reyes and CBIA, which represents thousands of developers and contractors, taps into a larger debate in California over how to balance faster housing construction with strict environmental regulations.
