Energy players clash over NY prohibition on utilities owning renewables

A scramble by New York policymakers to accelerate progress on renewables has reopened a battle over the prohibition on utility ownership.

ALBANY, New York — Utilities are making the case that allowing them to build renewables could bolster the state’s climate goals.

But power plant owners and developers argue a change would put ratepayers at risk. Some view it as an existential threat to New York’s energy market.

“Competition has been the cornerstone of New York’s electric system for decades, and it has delivered real results for New Yorkers,” said Gavin Donohue, president and CEO of the Independent Power Producers of New York, which represents power plant owners. “Allowing utility monopolies to own generation would distort market competition and raise the cost of achieving the State’s clean energy goals.”

Comments on the issue were due Friday to the Public Service Commission.
