Equinor said it has suspended construction activities at a New York offshore wind farm Thursday after receiving an order from the Trump administration to halt work on the project.

The Norwegian oil and gas company also signaled it planned to fight the order to stop work on Empire Wind 1, an 810-megawatt project off New York, saying it “is engaging with relevant authorities to clarify this matter and is considering its legal remedies, including appealing the order.”

Empire Wind 1 is one of five U.S. offshore wind projects under active construction. Equinor decided to move forward with the project in January, despite President Donald Trump’s well-known opposition to offshore wind.

The project received a permit from the Biden administration and signed a contract with New York to sell the project’s power. In its statement Thursday, Equinor said it had drawn on $1.5 billion in loan financing for the project through the end of March. The company estimated the project’s value at $2.5 billion.
