BERLIN — Germany will take a tougher approach to Russian shadow fleet vessels sailing near its coastline.
The decision was taken during a Monday meeting by the country’s National Security Council.
Under the new approach, Germany could intercept, board and potentially immobilize ships if suspicious activity is detected. The measures mark a significant step-up in enforcement.
German officials were weighing how far they could go under international law, particularly in territorial waters, without provoking Moscow.
