Groups mobilize in favor of bipartisan permitting bill

Major industry and labor groups are lining up behind bipartisan permitting legislation that aims to strengthen something that’s been difficult to come by in the second Trump administration: “permit certainty.”

On Monday, a host of organizations, think tanks and environmental groups threw their support behind the “CERTAIN Act,” a discussion draft that aims to make sure agencies abide by “clear timelines” and avoid “unnecessary delays” when permitting major infrastructure projects.

Released in December by Reps. Scott Peters (D-Calif.) and Gabe Evans (R-Colo.), the legislation came after the House passed the “SPEED Act,” H.R. 4776, to overhaul National Environmental Policy Act reviews.

The “SPEED Act” from House Natural Resources Chair Bruce Westerman (R-Ark.) and Rep. Jared Golden (D-Maine) also includes some language to prevent an administration from revoking permits, but the provision generated opposition among offshore wind foes.
