The vice president said the bulk of the Greenhouse Gas Reduction Fund money would “go to communities that have historically been left out and left behind.”

Vice President Kamala Harris touted the administration’s sprawling $20 billion green finance program for expanding access to more Americans to benefit from the clean energy transition.

“While every community has the capacity to join the clean energy economy, not every community has had the opportunity to do that,” said Harris at a Thursday event in Charlotte, North Carolina, to announce recipients of the new green finance grants.

She said lack of access to capital makes it harder for residents of disadvantaged rural and urban communities to start businesses, improve the energy efficiency of their homes or install solar panels or electric vehicle charging equipment.
