House clears housing, disaster relief bills

The House approved several bills Tuesday with disaster response provisions, including a broad housing affordability bill President Donald Trump will sign into law Wednesday.

The “21st Century ROAD to Housing Act,” H.R. 6644, is the product of extended negotiations between the House Financial Services Committee and the Senate Banking, Housing and Urban Affairs Committee. It passed the House with a 358-32 vote. The Senate cleared it Monday 85-5.

The legislation contains a three-year authorization of the Community Development Block Grant-Disaster Recovery program. The Senate wanted a long-term authorization, but House lawmakers from both sides of the aisle balked, saying the program needs reforms.

The package also contains language meant to streamline permitting for affordable housing construction. It’s part of lawmakers’ broader quest for permitting reform.
