House fast-tracks Coast Guard bill without energy mandate

The legislation will reach the floor without contentious language on offshore energy.

The House will vote on legislation to authorize Coast Guard operations for fiscal 2026 without language affecting offshore energy production.

The chamber will take up H.R. 4275, the “Coast Guard Authorization Act of 2025,” from Transportation Chair Sam Graves (R-Mo.), which cleared committee last week by a vote of 60-0.

Despite the bipartisan vote, Rep. John Garamendi (D-Calif.) complained about leaders taking out a provision that would promote U.S. workers in offshore energy projects. Supporters on both sides of the aisle have been pushing the language for years.

The provision, however, also has detractors in both parties, who say it would hamper offshore wind and oil and gas operations. That’s why it has never managed to become law.
