House OKs bill to make guidance documents easier to find

The bipartisan legislation passed the House in 2023, but the Senate didn’t take it up.

The House passed a bipartisan measure Monday that would require federal agencies’ guidance documents to be publicized on the internet.

H.R. 1515, the “Guidance Out Of Darkness (GOOD) Act,” from the House Oversight and Government Reform Committee, passed by voice vote under suspension of the rules, a procedure intended to fast-track noncontroversial legislation.

The bill, sponsored by Oversight Chair James Comer (R-Ky.) and Rep. Ro Khanna (D-Calif.), would require agencies to post their guidance documents online on an easily accessible webpage as soon as they are finalized.

“Regulated entities and the public should know what agency guidance says about the laws and programs that affect them,” Comer said during floor debate. “The American public deserves nothing less from their government.”
