“Let me be clear, USDA programs only work if they have the funding and staff to deliver them,” said Rep. Jill Tokuda.

The House approved legislation Tuesday that would widen two financial support programs for farm and nonindustrial forest owners impacted by natural disasters.

The “Emergency Conservation Program Improvement Act,” H.R.1011, passed 395-10 under suspension of the rules, a way to fast-track bills with broad backing.

Introduced by Rep. Julia Letlow (R-La.), the legislation aims to expand eligibility for cost-sharing payment advances covering repairs through the Emergency Forest Restoration Program and the Emergency Conservation Program.

“Across this country, farmers, ranchers and forest landowners are on the front lines of natural disasters,” Letlow said. “When disaster hits, recovery cannot wait.”
