House panel approves spending bills with climate cuts

Democrats sought, but failed, to soften cuts and riders in the Republican-drafted spending bills.

House appropriators advanced their spending bills for the departments of Energy and Transportation on Thursday evening, sending legislation with deep cuts to renewables and climate programs to the House floor.

The Appropriations Committee passed Republicans’ fiscal 2026 Energy-Water and Transportation-HUD bills along party lines after rejecting dozens of Democratic amendments.

Each of the bills funds bipartisan priorities, in some cases providing increases. But many programs — especially those favored by Democrats — would see significant reductions as part of the effort by congressional Republicans and the White House to slash discretionary nondefense spending.

Rep. Chuck Fleischmann (R-Tenn.), chair of the House Appropriations Energy-Water Subcommittee, said his bill “strengthens our nation’s energy security by advancing American leadership in deploying new nuclear technologies and supporting the administration’s efforts to make full use of our nation’s vast fossil fuel resources.”
