The Transportation and Infrastructure Committee passed a sweeping disaster management reform bill last year. It has yet to see a floor vote.

The House Transportation and Infrastructure Committee will hold a hearing this week on improving federal disaster management, even as the panel’s sweeping reform bill continues to languish in the House.

Lawmakers will examine Trump administration efforts to overhaul the Federal Emergency Management Agency and discuss how the committee’s H.R. 4669, the Fixing Emergency Management for Americans (FEMA) Act, “supports needed reforms,” according to a hearing notice.

The FEMA Act is sponsored by Chair Sam Graves (R-Mo.) and ranking member Rick Larsen (D-Wash.). It cleared the committee with bipartisan fanfare last year, but it has yet to see a floor vote.

The bill would make FEMA an independent agency with the administrator reporting directly to the president. FEMA is currently housed under the Department of Homeland Security.
