House Republican to float tax incentives for rare earths

Republican Rep. Dan Meuser is preparing a bill that would offer federal tax incentives for domestically produced rare earth elements to help break China’s chokehold on global markets.

At a hearing Tuesday before the House Small Business Committee, the Pennsylvania congressman said he’s crafting language that would provide tax credits for rare earths produced from waste streams tied to coal, oil and gas.

The bill, slated to be unveiled next week, would offer up to $9 per ton of coal ash that contains rare earths. It would offer $20 per kilogram of rare earths extracted from coal and $3 per barrel of brine water, and $20 per kilogram of lithium and rare earths extracted from brine water.

Meuser also co-sponsored H.R. 1496, the “Rare Earth Magnet Security Act of 2025,” that would offer tax credits for domestically produced rare earth magnets.
