House to vote again on bill targeting ‘midnight rules’

The House will vote this week on legislation aimed at making it easier to undo recent regulations from former President Joe Biden’s administration.

H.R. 77, the “Midnight Rules Relief Act,” from Rep. Andy Biggs (R-Ariz.), would allow lawmakers to roll back numerous federal rules under one Congressional Review Act resolution, so long as the rules were submitted during the last 60 legislative days of a president’s term. CRA resolutions can currently only address one rule at a time.

If passed, the bill would allow congressional Republicans to help the new Trump administration conduct mass rollbacks of Biden-era regulations.

A version of the bill passed the House in December in anticipation of President Donald Trump’s term but was not taken up by the Senate. Lawmakers voted 210-201 for the bill, with moderate Rep. Henry Cuellar of Texas the only Democrat to vote in support.
