Zeldin has adorned the hat around the country, becoming an emblem of his aggressive management of the agency that goes big and bold to win the president’s attention.

Records indicate that in July last year, officials jumped through federal hoops to avoid violating ethics rules and ran into limitations on delivering one as a gift to Trump.
