Top aides at EPA wanted to give President Donald Trump a memento inspired by his days on the campaign trail.

They soon bumped into gift regulations.

Emails obtained by POLITICO’s E&E News shed light on the agency’s internal discussions regarding the origins of Administrator Lee Zeldin’s conspicuous green baseball cap stamped TRUMP EPA. Zeldin has adorned the hat around the country, becoming an emblem of his aggressive management of the agency that goes big and bold to win the president’s attention.

Records indicate that in July last year, officials jumped through federal hoops to avoid violating ethics rules and ran into limitations on delivering one as a gift to Trump.
