Lawmakers promoting $2.5B mineral stockpile say White House on board

Lawmakers sponsoring legislation to create a multibillion-dollar critical mineral stockpile say they are working with top Trump officials and have White House backing.

Republican Rep. Rob Wittman of Virginia told POLITICO’s E&E News that David Copley, a top official on the National Security Council focused on minerals and supply chains, has assessed the “Securing Essential and Critical U.S. Resources and Elements (SECURE) Minerals Act of 2026.”

“We’ve been speaking with David Copley and vetted the bill with him,” Wittman said. “This really coincides exactly with what the White House put out a couple days ago.”

Wittman, a senior member of the House Select Committee on the Chinese Communist Party who previously co-chaired a Critical Mineral Policy Working Group, introduced the bill Thursday with committee Chair John Moolenaar of Michigan.
