A House Energy and Commerce subcommittee has scheduled a markup on a slate of battery recycling and critical mineral bills, alongside several diesel emissions measures.
Some of the bills would expand EPA’s role in recovering critical minerals from the nation’s waste — legislation that has drawn bipartisan enthusiasm as lawmakers race to loosen China’s grip on mineral supply chains.
The Coordinating and Harnessing America’s Recovery of Minerals (CHARM) Act, H.R. 9617, would direct EPA to stand up a national critical mineral recovery strategy within two years.
Subcommittee Chair Gary Palmer (R-Ala.) is co-sponsored the proposal with ranking member Paul Tonko (D-N.Y.). Tonko said during a hearing in June he was “encouraged” by EPA’s work under both the Biden and Trump administrations.
