All but a dozen countries missed Monday’s deadline to submit new climate targets to the United Nations.

The mass delinquency isn’t unprecedented, but it adds another roadblock to global climate action since it comes on the heels of President Donald Trump’s decision to withdraw the U.S. from the Paris climate agreement.

“It’s disappointing that so few countries have met the deadline,” said Kaveh Guilanpour, vice president for international strategies at the Center for Climate and Energy Solutions.
