New York lawmakers approve plug-in solar measure

In a small bright spot for climate advocates, lawmakers signed off on a bill to allow portable solar panels that can be easily placed on balconies and lower electricity bills.

ALBANY, New York — New York residents could legally use plug-in solar to lower their electricity bills if Democratic Gov. Kathy Hochul signs a bill passed Thursday by the Legislature.

The state Senate and state Assembly both approved the “SUNNY Act,” which authorizes small portable solar panels that can plug in to standard outlets and could be placed on balconies or elsewhere.

Why it matters: Supporters of the measure hailed it as a small bright spot for progress on clean energy after lawmakers also approved weakening the state’s 2019 climate law. Several other states have also passed similar legislation while others like California are considering allowing the technology, which is widespread in Europe.

“Balcony solar will allow New Yorkers to produce their own energy, reduce their costs, and lower their emissions,” said Democratic state Assemblymember Emily Gallagher, who sponsored the bill, in a statement.
