OPM unveils rule to overhaul fed hiring

The Office of Personnel Management on Friday announced a new rule it says will allow agencies to consider a broader pool of qualified candidates.

The Trump administration has finalized the “rule of many” to replace the “rule of three,” a long-standing practice that required managers to hire one of the top three available candidates ranked and referred to them.

The change follows a directive from Congress, included in a 2019 defense policy bill, that eliminated the “rule of three” and authorized agencies to certify a “sufficient number” of at least three eligible candidates to be considered for jobs.

The Biden administration proposed a rule to implement those changes in 2023.
