Q&A: Solar booster projects confidence despite megabill losses

The solar industry is pointing to hard-won compromises and red-state momentum.

The renewable energy industry has seen numerous setbacks on Capitol Hill and executive agencies since January, but one of solar’s leading voices says there is room for optimism.

Abigail Ross Hopper, CEO of the Solar Energy Industries Association, pointed to two factors during a recent interview: rapidly growing energy demand and last-minute compromises in the One Big Beautiful Bill Act.

Republicans and President Donald Trump went further than many observers expected in rolling back tax incentives for wind, solar and other energy sources. But after weeks of back-and-forth, moderate Republicans secured concessions to give renewables a lifeline.

“I do think that the transition period of one year for commence construction will allow companies to pivot,” Hopper said. “I think the sort of the word of the day, or even the rest of the year, is pivoting.”
