Congressional Republicans introduced legislation Thursday to revoke federal waivers that allow California to enforce strict emissions standards for harbor vessels and oceangoing ships that dock in its ports.
Sens. Bernie Moreno of Ohio and Dan Sullivan of Alaska authored Congressional Review Act resolutions targeting the state’s Commercial Harbor Craft and At-Berth rules, respectively — putting the nation’s strongest maritime emissions regulations at risk.
California Rep. Vince Fong introduced a separate resolution also aimed at the At-Berth Rule, which requires large ships to switch to electrical power or use emissions-capturing technology while docked. A House CRA targeting the harbor craft rule has not yet been released.
The moves are the latest attack in a Republican onslaught against the federal Clean Air Act waivers that give California the authority to mandate stricter-than-federal air pollution regulations.
