Missouri Republican Rep. Sam Graves will receive a waiver to lead the House Transportation Committee for another term, according to three people familiar with the deliberations.

The House Republican Steering Committee met Tuesday afternoon to determine whether he should receive a waiver to lead the panel again, with GOP internal rules preventing a member from leading or being ranking member for three consecutive terms of the same panel.

To the surprise of multiple Republicans, the Steering Committee ruled in Graves’ favor. He had argued he’d be ready to hit the ground running in implementing Donald Trump’s agenda.
