Senate defense bill, biofuel amendment in limbo

There are more signs the Senate may not pass its fiscal 2026 defense authorization and instead focus on negotiations with the House. That would imperil an amendment sough by biofuel supporters.

The Senate’s National Defense Authorization Act has been pending on the floor for weeks, and talks to secure passage before last week’s recess stalled.

Then on Monday, Rep. Adam Smith of Washington, the top Democrat on the House Armed Services Committee, told POLITICO he didn’t expect the Senate to succeed at all. Smith echoed what many lawmakers have been saying for weeks.

“I’m expecting — and we’re already talking — [negotiations with the Senate] based on what came out of committee and one manager’s amendment they agreed to,” Smith said.
