Senate Budget Chair Ron Johnson released his blueprint Friday for the party-line spending bill Republicans want to pass before November, including instructions for up to $1 billion in new spending on energy priorities.
The budget resolution itself would not authorize new policy or spending; it merely contains instructions for various Senate committees to develop plans for a filibuster-proof reconciliation bill.
Johnson (R-Wis.) and some other Senate Republicans had been hoping to approve the resolution before leaving for their August recess, but Senate leaders punted a vote on the resolution until September because there were not enough votes for adoption. The plan could change again when senators return from their recess.
“In less partisan times, the requested appropriation supplemental for these priorities would have sailed through Congress with bipartisan support,” Johnson said in a statement. “Instead, because of Democrat obstructionism, we are having to resort to the budget reconciliation process.”
