Senate WRDA bill sails through committee

Leaders hailed the legislation authorizing water infrastructure projects and loans as a poster child for bipartisanship.

The Senate Environment and Public Works Committee unanimously approved legislation Wednesday to authorize new water infrastructure projects and studies and renew a slew of EPA funding programs.

An amended Water Resources Development Act of 2026 sailed out of committee with language directing EPA to study microplastics in water. The Senate bill vote comes one day after the House Transportation and Infrastructure Committee passed companion legislation, also unanimously.

The Senate bill would improve the Army Corps of Engineers’ management of infrastructure projects like dams, levees and ports while addressing critical drinking water challenges, said EPW Chair Shelley Moore Capito (R-W.Va.). “The legislation includes wins for states across the country,” Capito said.

WRDA’s unanimous approval offers a clear signal that Congress “wants more funding for Army Corps and EPA programs, not less,” said Environment and Public Works ranking member Sheldon Whitehouse (D-R.I.).
