Term sheet details Gavin Newsom’s wildfire liability proposal

The end of the California legislative session has been dominated by a debate over how best to handle the costs of wildfires.

SACRAMENTO, California — The wildfire liability proposal that Democratic Gov. Gavin Newsom’s office shared with the California Legislature earlier this month shows his desire to overhaul a slew of systems to tackle the massive risks that climate change is imposing upon the state.

What happened: POLITICO obtained a copy of the term sheet that Newsom’s administration brought to the Legislature in early August to kick off negotiations over a major end-of-session wildfire liability package.

The document makes public for the first time many details of the Newsom proposal, including a list of bills that the administration offered assistance on as part of the larger package.

Why it matters: Stakeholder groups, from wildfire victims to insurance firms to local governments, are all clamoring for details about what will end up in the high-profile deal. The proposal is the culmination of the Newsom administration’s yearslong push to deal with the massive costs of wildfires caused by power companies.
