The Trump administration on Thursday announced a proposed rule that would revamp how senior federal employees’ performance is evaluated.

The Office of Personnel Management’s draft rule would allow agencies to apply a “forced distribution” of performance rating levels for members of the Senior Executive Service, which includes some of the highest-ranking career government officials.

Agencies are currently barred from using a forced distribution system, but the Trump team says enforcing limits on how many senior executives can achieve top ratings would “encourage excellence in performance.”
