BRUSSELS — The United Nations’ International Civil Aviation Organization is urging the European Commission not to extend the EU’s Emissions Trading System to all flights departing from the bloc, according to a letter obtained by POLITICO.
The document was sent on May 15 to Commission President Ursula von der Leyen ahead of a Commission report due by July 1 that will assess whether ICAO’s CORSIA emissions reduction scheme imposes a sufficient carbon price on international aviation emissions.
The Commission is also expected to propose a broader revision of the ETS on July 15. It could extend the scope of the carbon-trading scheme — currently limited to flights within the EU — to all flights departing from the bloc, including those operated by non-EU airlines.
However, any such move, which would increase costs for airlines, is likely to anger trading partners like the United States.
