Veteran Regan aide leaves EPA for White House job

A longtime aide to EPA Administrator Michael Regan has joined the White House to bolster implementation of President Joe Biden’s signature climate law.

John Lucey, who led intergovernmental relations at EPA, is now a senior adviser for implementation at the White House Office of Intergovernmental Affairs.

His departure, part of greater churn among the ranks of the agency’s legislative team, comes as the Biden administration plows ahead on its agenda to battle climate change and aid disadvantaged communities struggling with pollution, distributing billions of dollars under the Inflation Reduction Act as well as the 2021 infrastructure law.

EPA chief of staff Dan Utech said in a statement shared with E&E News that the agency’s Office of Congressional and Intergovernmental Relations “consistently demonstrates exceptional dedication and expertise” to advance EPA’s mission to protect human health and the environment.
