‘War on the environment’: Lawmakers spar over NDAA amendments

The House will consider Republican amendments to its annual defense policy bill Wednesday that could slow down offshore wind permitting, roll back some endangered species protections and block the Pentagon’s transition to electric vehicles.

The votes on the conservative policy riders will follow Tuesday’s action, which saw lawmakers adopt dozens of uncontroversial amendments that would strengthen the Department of Defense’s efforts on bipartisan priorities such as nuclear energy adoption, mineral acquisition and environmental remediation.

The House’s version of the fiscal 2026 National Defense Authorization Act, H.R. 3838, advanced out of committee with near-unanimous support earlier this summer. But the amendments up for votes Wednesday, if approved, could turn the legislation into a highly partisan product.

That would complicate negotiations with the Senate later this year and threaten the popular energy and environment provisions already in the bill. The House voted 210-207 Wednesday to advance the NDAA on a procedural motion.
