The California Assembly on Monday passed a ballot measure proposal that would reshape the state’s utility regulator.

What happened: The Assembly passed ACA 9, a proposal to amend the state’s constitution by Assemblymember Tasha Boerner.

Why it matters: The vote was an important milestone for the measure, which languished for more than a year before gaining momentum in the last month.
