A ballot measure proposal that would have implemented major reforms at California’s utility regulator is not moving forward.

What happened: State Assemblymember Tasha Boerner (D), author of ACA 9, announced Thursday that she decided to hold the bill, which would have reshaped the California Public Utilities Commission.

Why it matters: The announcement signals an abrupt halt to a measure that had gained momentum this spring, passing the Assembly last month. To make it onto the November ballot, the bill would have needed to pass the Senate by June 25.

Boerner’s statement did not clarify why she decided to hold the bill, and the assemblymember was not immediately available for comment.
