Republican prepares resolution to scrap Utah monument plan

Utah Republican Rep. Celeste Maloy is preparing to introduce legislation in the coming days to nullify a Biden administration land use plan for the Grand Staircase-Escalante National Monument.

The forthcoming resolution is the latest example of Republicans seeking to use the Congressional Review Act for actions that have not been considered rules under the law.

“When the federal government comes in and steamrolls people, they don’t just get over it the next day,” Maloy said during an interview Wednesday.

The Congressional Review Act allows lawmakers to undo administration rules by simple majority within a certain timeframe. Because the Biden team didn’t submit the land use plan as a rule, it left it vulnerable to repeal, according to a Government Accountability Office opinion requested by Maloy.
