Army Corps drafts plan to fast-track energy permits

The Army Corps of Engineers is developing a process to quickly approve fossil fuel projects in response to President Donald Trump’s declaration of an “energy emergency,” according to a draft policy viewed by POLITICO’s E&E News.

The guidance from the Army Corps’ Louisville, Kentucky, district outlines a 30-day timeline for permitting oil pipelines, natural gas terminals, coal mines and other energy projects. The policy was obtained by the Environmental Integrity Project, an advocacy group.

Katelyn Newton, chief of public affairs for the Louisville district, said the guidance is being reviewed by the agency’s headquarters in Washington. If finalized, it would apply to projects in Kentucky and Indiana, she said.

“The document was shared with state coordinating agencies for their awareness,” Newton said in an email. “This is not currently a valid document as we are still in the development phase.”
