California lawmaker reintroduces bill to expand CARB’s regulatory authority

Assemblymember Robert Garcia reintroduced legislation Tuesday that would expand California regulators’ ability to reduce air pollution and greenhouse gas emissions.

What it does: The bill, AB 1777, would give the California Air Resources Board authority to regulate emissions linked to “indirect sources,” such as warehouses and ports that attract high-emitting trucks and trains.

State law already allows regional air quality districts to establish rules for indirect sources, which Southern California regulators have used to reduce emissions tied to warehouses.

CARB officials say it’s unclear, however, if the agency has the same regulatory power.
